Because the number that matters is not how many questions a book asks - it is how many he actually finishes. This one is 203 pages for 146 questions, and 27 of them get a full two-page spread. A 154-page book with 325 questions gives him about half a page each. We would rather he answer 40 questions properly than leave 300 half-written.
Does he have to fill every page?
Not at all. One question a week is plenty, and skipping is built into how the book is written - not an apology for it.
What if he does not like to write much?
